2011年12月3日，联合国教科文组织（UNESCO）信托基金项目“善行旅游——促进遗产保护与人的发展”在中国海南呀诺达雨林文化旅游区正式启动。
UNESCEO驻华代表处文化项目官员卡贝丝（Beatrice Kaldun）表示：“亚太旅游协会（PATA）在其PATA成立60周年庆典暨年会上创造性地提出了“善行旅游”的概念。受此启发，联合国教科文组织发起了善行旅游项目，旨在倡导游客、政策制定者、企业、旅行商、管理者、景区景点和当地社区通过互利共赢的方式，共同推动旅游业的可持续发展。”
“善行旅游”是在“生态旅游”、“绿色旅游”、“低碳旅游”和“可持续旅游”基础上提出的全新概念，由PATA于2011年4月在其成立60周年庆典暨年会上首次提出。
PATA首席执行官贵马田（Martin Craigs）指出：“我们感谢UNESCO在中国大力推广 ‘善行旅游’概念。 依据旅游业发展对环境、社区和文化遗产所作贡献定义旅游发展模式的时代已经过去，我们相信，旅游业的未来发展将围绕‘善行旅游’的理念，即在可持续发展的同时，创造多元价值。”
“善行旅游”项目为期两年，由海南省旅游发展委员会提供必要的实物配套与人力支持。呀诺达雨林文化旅游区将会成为项目的首个调研试点，并为项目活动的开展提供基金和必要配合。项目成果将通过世界旅游机构在中国普及，并向其它国家推广。
UNESCO将联合行业管理部门、经营者、研究者和消费者，探讨、论证这一理念，并形成可操作性文件及配套宣传资料，为旅游业界和游客提供行动指南。
PATA会员——泰国曼谷Thammasat大学教授沃特•贾米森（Walter Jamieson）和北京第二外国语学院旅游管理学院院长邹统钎教授将共同主持该项目。PATA大中华区主任常红出席项目启动仪式，并介绍了PATA和“善行旅游”的相关工作。
