尽管全球经济不景气，但仍有足够的信息显示，多个国家的医疗旅游业并未受到过多冲击，反而悄然成为增长最快的新兴行业。德国作为世界第一大旅游国，在继续以其文化历史吸引世界各地的爱好者以外，近年来也开始努力吸引“医疗旅游者”的到来，并将目标瞄准了正在崛起的中国市场。
据德国媒体报道，在过去的一年里，前往拥有世界上最好医疗体系的德国看病的“游客”虽仅占赴德游客总数的1%，但数量上呈明显上涨趋势。对此，德国旅游中心负责人裴德拉·贺德芙表示：“目前这个领域我们才刚刚开始发展，相信以后会有越来越多的外国人在德国"旅游就医"。”裴德拉·贺德芙指出，中国人在未来将成为德国这个领域的一大消费群体。
据最近刚刚到访过中国的裴德拉介绍，目前中国游客对德国保有很高的热情，中国到德国旅游的人数正持续上涨。不过，裴德拉也表示，目前德国往往只向旅游者发放短期旅游签证，这有可能成为“旅游就医”的一大阻力。她以日前美国承诺给中国游客五年签证的改革作为例子表示，中国游客赴德旅游签证政策也应放宽。
在全球范围内，除了德国以外，马来西亚、泰国、印度、新加坡、菲律宾等国家都在努力瓜分这块“蛋糕”，为吸引医疗旅游者的到来而考虑放宽签证要求的国家也不在少数。印度政府对参与医疗旅游服务出口的医院实行税收减免，并放松医疗旅游签证的签发。日本政府亦大力推广新设立的“医疗签证”，以吸引更多中国人去日本进行治疗和体检。设立医疗签证主要为吸引以中国为主的亚洲富裕阶层，有效期可长达三年，并可申请多次往返，陪护者也可获得同类签证随行赴日。此外，新加坡政府成立了由多个机构联合组建的新加坡国际医疗，目标是将新加坡发展为亚洲最大的国际医疗旅游目的地。 有
业内人士分析称，不少国家积极推进医疗旅游事业，源于其背后的经济推力。有数据显示，一个医疗旅游者平均约能带来1万美元的收益，全球每年医疗旅游的市场份额则在1000亿美元左右，过去一年全世界约有600万人到本国以外的地方寻求医疗服务。除此之外，医疗旅游业还在带动一个国家的酒店、餐饮、交通、法律等行业的发展上起到了积极作用，因为这些患者不只把钱花在医院里，同时还需要在商场以及酒店里消费，而且“医疗旅游”者往往要比普通旅游者逗留时间长，花费也随之增多。
